[FLINK-28733] jobmanager.sh should support dynamic properties

Description

jobmanager.sh throws away all arguments after the host/webui-port settings, in contrast to other scripts like taskmanager.sh,{{ historyserver.sh}} or standalone-job.sh.

This prevents users from using dynamic properties.
