In a paragraph style, when I specify a page break before, with 1 as value for
the fields "Page number" (or any other odd number), a blank page is
automatically inserted.

This is the layout Writer is intended to work. An odd page is always a right
page and will be followed by a left even page. If there are two right pages
(like in your doc) a blank even page will be inserted in between. See also issue
88361.
