With issue 63857 the labels on data points in chart can be placed differently
relative to the point. For example pie labels can be placed 'outside' or
'inside' or 'centered' or 'best fit'.
Please implement the import and export from to excel for this new feature.

dr->bm,iha: cannot change placement for area charts. Same in Excel, but while
Excel always uses "centered", Chart2 always uses "outside". Would be nice to
have the inside/outside/centered/near_axis settings for this chart type.

found integrated on master OOHm5 using Solaris, Linux and Windows build
