Resizing formulars in Impress is really annoying.
* create fomular
* right click -> position and size
* in the <position and size> register deactivate protect->size
* change size
* protect->size is automatically activated so to resize
  it must be deactivated again

this is currently intended: formulas should be non-resizable.
