The only way to get this document is to open it with word, save it as doc and
open it with OO.
When opened with OO, many things are missing.
(It's an official document)

Try this:

Open the RTF with wordpad. Mark the whole text with Ctrl-A. Copy it into a 
empty writer-document.
In the stylist set type size to 9. Mark the whole Document (Ctrl-A) and then 
Menu Format-Standard.
Right-click in the tables and set width to relative when to large or correct 
the left margin.  

It looks now not perfect, but much better then the other way.

I don't have word. I opened the RTF-file with wordpad (WinXP) to compare it 
with the view in OOo.

Compared with your attachement I noticed many differences in the wordpad 
viewing. It seems that microsoft itself has problems with there different 
fileversions. Why then should OOo be able to do this correctly.
In addition to it you must consider that microsoft makes the format of the 
documents not public.

May be, but the pdf file posted by anziem is correct. Compare with the pdf
issued by OpenOffice 2RC1 from the rtf file
If I convert the rtf file in doc file with word, OO open it right.
It's not a good idea to install word to read rtf files with OO is it?
The users can't know how is the document before having a right view of it.
When I use this rtf file with OO, (I'm under linux) I was surprised to see
numbers with empty space. I ask people to open it with word, and I was
disapointed to see the result

The document consists of many drawing objects, which are currently not supported
by OO Writer's RTF filter. This will be implemnted in a future version. See
issue 3790.
