My OO Writer document contains an eps file with preview info.  When
printing or exporting to EPS, I get a raster image (probably from the
preview) instead of a vector image.

The issue description should have read "or exporting to PDF".

For PDF export to show EPS graphics OOo would need a PostScript interpreter -
which it doesn't have is is rather non trivial to implement. On the printing
side EPS is passed through to the printer on Unix systems always since OOo
produces PostScript there anyway and on Windows if the printer supports
PostScript passthrough.

One could think about employing ghostscript for PostScript interpreting. This
would be a nice feature addition IMHO.
