Here's the procedure I follow:

1) Create an empty spreadsheet.
2) Open it, and Insert => External Data...
3) Locate the text-file containing external data
4) Selecting CSV format
5) Adding Comma to seperator characters
6) Setting first column type to Date, rest of columns to Text
7) OK to get back to previous window
8) OK button to accept settings and insert data is de-activated.
