Mouse behavior and text selection

Current behavior: The mouse pointer does not change from the i-beam to the mouse pointer until the user begins to drag text. Suggested behavior: Behavior of mouse should change when dragging text. The pointer should change to from the i-beam to the arrow on selected text when the mouse button is help down after a few milli-seconds and not once the user starts dragging the text. Holding down the ctrl key while dragging should make a copy of the text or any object, or group of object, being dragged.
Errata: Holding Control key DOES make a copy of the text. Please ignore that statement. The trick is start dragging, and THEN while dragging, hold down the Control key. Issue 12741 has more on dragging and dropping.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
