Using Writer OOO310m19(Build:9420) and Windows 7 on an HP530 laptop, with other
applications running but minimized (e.g. Firefox), when I double-click the
desk-top icon, Writer opens a window on the screen but will not accept input
from keyboard (and error beeps sound).  If I then left-click in the window, the
title bar changes colour and Writer then functions normally.

Exactly the same occurs with Calc.  Does not occur with Math.  The other OO
applications do not expect keyboard input on boot-up, so the problem does not arise.

Sounds similar to Issue 99971, but seems to be not the same. 
I checked with "Ooo 3.1.1 WIN XP DE-multilingual version German UI activated
[OOO310m19 (Build 9420)]" and can NOT confirm the reported effect.

Please contribute a sample document and details concerning "the" Desktop icons
you use to open it.

OK, I think this IS the same as issue 99971, with a simple extra wrinkle -that
when a new file is opened without focus, pressing ALT-F4 closes the new file
(not the file in focus).  This behaviour is VERY unintuitive!

Thanks for pointing me to 99971 - sorry I missed it before.  You still want me
to provide sample documents, or shall we wait for 99971 to be resolved?   Tony

I checked  and can NOT confirm the reported effect.

My test:
Active programs: Firefox, Thunderbird
With Firefox active window: Double clicking on Explorer Icon the active window becomes Explorer then Open file X.odt (an existing file) double clicking on filename in Explorer
The active windows becomes Writer displaying the file X.odt
Do some changes to the documents
Double clicking on Firefox icon and the active window becomes Firefox
Double clicking Start icon and search Writer in Menu Start, double clicking on entry Writer and Writer becomes active window displaying a new document

So the bug is not reproduced, my opinion is that the problem was resolved with fix for bug 99971 in version 3.2
