The OO help directs users to the menu tools-options for many tasks.  This menu
is missing.  I checked the forums and someone else had the same problem.  The
following was the answer:

It sounds like your installation is broken--that menu location is a core part of
OOo; I can't imagine that anything other than a serious installation problem
would prevent it from showing up there.

I tried reinstalling OO a few times for amusement, but the menu still isn't
there.  After some more investigation, I'm guessing that either something is
seriously broken with this install, or that the menus were changed but that the
help was not updated.  Given that the help and apparently even some books assume
that the menu is there, you should just put it back even if it may be a
duplicate with "preferences."

In summary, this bizarre problem caused me hours of frustration (almost as much
as getting myself logged into this help system and finding where to report a
bug), so I hope you will take it seriously.

Just downloaded openoffice. I also do not have "options" in the "Tools" menu.
Running on Mac OSX.
