Minor Description
Now when table config is error, zeppelin throw a 1.10 doc url.
Flink version update very fast. Could we replace doc url from 1.10 to master.
For example, https://ci.apache.org/projects/flink/flink-docs-master/docs/dev/table/config/
In master url, we can jump to low version url, but in 1.10 url can't jump to high version url.
