Configure Livy group bindings through configuration files (xml or properties)

We can configure multiple Livy interpreter bindings:
e.g.

livy_cluster1
livy_cluster2
.
.
.
livy_clustern

Each binding could have their properties setup.

This would help Zeppelin users to preset livy interpreter bindings so users wouldn't have to do set those up manually
