[ZEPPELIN-1400] Use relative path to the interpreter setting page

Description

From notebook, we can open the panel for setting interpreter order. There is a link to the interpreter setting page.
Currently that link is coded to be /#/interpreter which is an absolute path. In our cluster, we have to prefix all zeppelin APIs with zeppelin for our gateway to correctly redirect the requests. If we could change the link to simply "#/interpreter" it should work for both cases.
