[YUNIKORN-788] Make the scheduler max QPS match the default Kubernetes API server max requests inflight

Description

The current max QPS is configured as 1000, which is much higher than the 400 max requests inflight that the API server supports. This mismatch could cause requests to be dropped/rejected by the API server when the load is high (e.g. when a surge occurs in the number of pods that need to be scheduled). We should make the YK default match the API server default.
