[YUNIKORN-5] Update contribution guides and turn off github issues across repos

Description

The contribution guides still point to Cloudera ICLA and CCLA. This needs to be removed now that it is an incubating Apache project.
We also need to move from github issues to JIRA. We can leverage the asf.yaml file to turn off issues etc in github. Before we can turn off issues existing relevant ones need to be moved to JIRA.
