Description

The SI currently defines messages for NodeRecommendation and an UtilizationReport.
Neither are used or relevant anymore.
NodeRecommendation has been made obsolete by the UpdateNodeInfo as it includes the co-existence details.
The UtilizationReport is rolled up into the REST interface and metrics. The RMs should not have a need to be told how much the node is using. The nodes already report that to the RMs
