Description

Currently, we attached both label and annotation to placeholder pods:

• placeholder (Label) (Link)
• yunikorn.apache.org/placeholder (Annotation) (Link)

According to the policy document defined in YUNIKORN-1351, we should only use annotation with internal prefix

• internal.yunikorn.apache.org/placeholder
