    Description

      The headroom tests in the scheduling queue are overly complex. The tests use a large amount of setup and are not easy to follow. Not sure if they repeat cases and or cover all possible cases.
      Test should be split into three:

      • TestInternalHeadRoom
      • TestHeadRoom
      • TestMaxHeadRoom
