Description

Builds of yunikorn-web and yunikorn-k8shim Docker images fail when built from the release tarball due to the release script removing the LICENSE and NOTICE files from the web/ and k8shim/ directories.

We need to update the release script to keep the top-level LICENSE and NOTICE files and not exclude them from the individual components.
