Unit tests failed in our internal build environment:

2023/11/14  --- FAIL: TestPublisherSendsEvent (0.01s)  event_publisher_test.go:137: EventRecord should not be nil!

Root cause is potentially scheduling/timing, the 2ms sleep time is not enough. Replace it with polling.
