Description

The yunikorn-web module should be updated to match the other builds:

• Allow go compiler to be overridden by GO variable
• Use "build" instead of "bin" for generated files
• Install build tools to "tools" dir
• Use proper dependency checking for Makefile targets
• Add distclean target to clean up tools installation
• Allow image name to be customized via WEB_TAG variable
