Description

As in YUNIKORN-1630 where the scheduler.yaml and scheduler-load.yaml were aligned we need to align the plugin.yaml with these files. plugin.yaml is also not mentioned in the README.

The plugin specifies RBAC in the file has a health check defined etc. We need to use the same setups in all files. Same RBAC, health check, load balancing, http port spec etc
