[YUNIKORN-1767] Display real used resource for applications in Yunikorn UI

Description

The currently displayed "Used Resource" is a snapshot of current resource being used, not the aggregated resources used so far.

Given YUNIKORN-1385 is now in place, we can do the following:

1. Rename the current "Used Resource" to "Resource In Use"
2. Use the "Used Resource" to show the resources used so far (aggregation of all finished pods), the unit would be vcoreSeconds and megabyteSeconds.
