Use go webserver instead of nginx

    Description

      For security reasons, it would be preferable to use scratch as the base image for all Docker builds. For the go builds, this is trivial, but for yunikorn-web, we use nginx. We should implement a simple webserver in Go that can serve up the web UI and proxy the REST API.
