Description

Currently, the REST API responses for applications include only allocations that are currently active. It would be useful to also have a list of pending asks as well as diagnostic information on scheduling failures (specifically with predicates).

This could also be used by the shim e2e tests in lieu of FailedScheduling pod events, which are very chatty and confusing for users.
