Description

The soloution for tickets YUNIKORN-1161 and YUNIKORN-1155 are not complete and they still need some polishing.

YUNIKORN-1161 does not set taskGroupsDefinition properly. YUNIKORN-1155 is also incomplete because the annotation "yunikorn.apache.org/schedulingPolicyParameters" must be on the placeholders for proper recovery.
