console report vs. htmlout vs briefout: confusion over bugsystems

    Description

      It's not obvious that in order to enable the brief and html reports that they need to be specified as bug systems since console is added automatically. I think it might be worthwhile to either add another plugin type (reports?) or automatically turn those on similarly to how we do with console.
