Personalities for Apache Yetus Test Patch can now accept cli options by defining a `personality_parse_args` function.

The exemplar personality for Apache Hadoop now has options to define an installation prefix for the isal, openssl, and snappy libraries used in its building of native artifacts.

Description

While working on setting up Apache Yetus to manage the Apache Hadoop builds on the ASF Windows build infrastructure, it became evident that there needs to be a way to set some Hadoop-specific locations in the personality. As it stands right now, the Windows builds fails because it can't find Snappy.
