precommit javadoc warning is confusing

    Description

      For example, in https://issues.apache.org/jira/browse/HDFS-9612,
      a warning states::
      "-1 javadoc 1m 7s hadoop-tools_hadoop-distcp-jdk1.8.0_66 with JDK v1.8.0_66 generated 1 new issues (was 51, now 51)."

      Since 51+1 != 51, this warning is confusing.
