Critical Description
- github-emoji CLI should be removed
- add an annotation limit to cut back on REST calls for super broken builds
- better testing around GITHUB_REPO being defined
- cut back on curl's output
- if github-repo.json already exists, just use it
- add the plugin text to the annotation if using REST to do it
- save some additional curl github api output for debugging
