Description

YARN-9864 provides format option which removes the persistent configuration from the backing YarnConfigurationStore and initializes the new one from capacity-scheduler.xml. This is used when RM is running and to refresh with new CapacityScheduler configs.

This Jira provides an option to format the configuration store when RM is not running. This is useful to setup capacity scheduler configs before RM startup.
