    Description

      After adding a new API in RackResolver YARN-9332, some old callers should switch to new API to get better performance. As an example, Spark YarnAllocator for Dynamic Allocation invokes https://github.com/apache/hadoop/blob/6fa229891e06eea62cb9634efde755f40247e816/hadoop-yarn-project/hadoop-yarn/hadoop-yarn-client/src/main/java/org/apache/hadoop/yarn/client/api/impl/AMRMClientImpl.java#L550 to resolve racks in a loop.
