List of applications at NM web UI is inconsistent with applications at RM UI after RM restart

    Description

      e.g. After RM restarts, previously running applications show finished on RM UI, but NM UI still shows it's running and never change.
      OR finished/failed applications don't show up on RM at all after RM restarts , but NM still shows its running
