Revisit delay scheduling for cloud environment

    Description

      Delay scheduling was introduced to honor task locality at best-effort, which has node/rack level delays. However under cloud environment, usually the storage is remote to the work-load cluster, which makes the locality constraint totally irrelevant. Lets revisit this and create a model for cloud environments without too many setups.
