[YARN-8421] when moving app, activeUsers is increased, even though app does not have outstanding request

Description

all containers for app1 have been allocated.
move app1 from default Queue to test Queue as follows.

  yarn rmadmin application -movetoqueue app1 -queue test

activeUsers of the test Queue is increased even though app1 which does not have outstanding request.
