Introduce default and max lifetime of application at LeafQueue level

    Description

      Setting a timeout at the leaf queue level allows administrators to prevent badly behaved applications from consuming resources for an unacceptable amount to time. For example, an administrator should be able to specify that an application submitted to particular queue should not run more than N hours, even if the user sets the expected lifetime to N+1 hours. After N hours the application will be killed.
