Show decommissioning nodes in new YARN UI

    Description

      The decommissioning state is missing from the new webui (ui2). It's quite confusing as the table of the /#/yarn-nodes/table contains the decommissioning node (which is in fact a working node) but it's not displayed in the donut diagram.
