I think we have enough information in the jira comments above and we have also made significant progress on the data model to conclude this jira (1st milestone is complete).
 
To summarize: we do not need the flow version as part of row key.

Description

Based on discussions in YARN-3411 with djp, filing jira for continuing discussion on putting the flow version in rowkey or column.

Either phoenix/hbase approach will update the jira with the conclusions..
