Description

Management tools need to monitor long-lived applications. While the AM<->Management System protocol is a matter for them, the management tooling will need to know about async events happening in YARN

1. application submitted
2. AM started
3. AM failed
4. AM restarted
5. AM finished

This could be done by pushing events somewhere, or supporting a pollable history mechanism
