Description

Per Vinod's comment in YARN-312(https://issues.apache.org/jira/browse/YARN-312?focusedCommentId=13846087) and Bikas' comment in YARN-311(https://issues.apache.org/jira/browse/YARN-311?focusedCommentId=13848615), the name of ResourceOption is not good enough for being understood. Also, we need to document more on resource overcommitment time and use cases.
