[YARN-11018] RM rest api show error resources in capacity scheduler with nodelabels

Description

Because resource metrics updated only for "default" partition, allocatedMB, allocatedVCores, totalMB, totalVirtualCores are error in capacity scheduler with nodelabels. 

When we get cluster metrics use 'curl http://rm:8088/ws/v1/cluster/metrics', we get error totalMB and totalVirtualCores.

It should use resources across partition to replace.
