    Description

      UserManager is highly susceptible of removing users that are queried later. This race condition produces NPE similar to YARN-10934. A non-exhaustive list of these locations are:

      - LeafQueue.getTotalPendingResourcesConsideringUserLimit

      - UsersManager.computeUserLimit
