Description

In Capacity Scheduler the

queue-mappings-override.enable

property is false by default. As this is not set during an FS2CS conversion, the converted placement rules (aka. mapping rules in CS) are ignored during application submission. We should enable this property in the conversion logic if there are placement rules to be converted.
