[XERCESJ-1154] Setting root-type-definition property to a built-in type cases doesn't work

Description

Attempting to set the root-type-definition property to a built-in type (such as int, string, etc) does not work. The property will be ignored, and the root element is validated as if the root-type-definition property was never set.
