[XERCESC-1041] XMLFormatter Constructors changed in 2.3.0 - not in documentation

Description

The XMLFormatter constructors no longer fit the interface described in the
documentation. This change also makes code written for 2.2.0 incompatable with
2.3.0. At the very least the change should be documented. Better would be to
also continue to support the old constructors.
