[XALANC-490] XalanFileReporter is inconsistent in its usage of pluggable memory management

Description

XalanFileUtility requires a MemoryManager instance for construction but does not use this MemoryManager instance consistently. This makes it difficult to control memory usage, and relies to much on the Xerces-C default MemoryManager instance.

A patch is attached. Committers, can you please review?
