[WW-5203] lazyPolicyBuilder in DefaultCspSettings is not lazy

Description

The "lazyPolicyBuilder" inside DefaultCspSettings is supposed to create the CSP-Policy-String only once. But the Variable "hasBeenCalled" isnt set to false anywhere, so the String will be created every time.
