[WW-3911] Extends differences when in single struts.xml compared to imported via includes

Description

When creating an abstract package and using extends to include it and also another say json-default. When all defined within the same struts.xml it works, but if the package extending both my custom package and json-default is via an include then it doesn't work.

Either way inheritance, either the single.xml has a bug with multiple inheritance as it works, or includes has a bug as it doesn't work with multiple inheritance.

The only change is extracting a working package and putting it into a seperate xml file and then including it.
