Description

Where a page already has a meta http-equiv element, the setTypeAndCharset() method of HtmlCleaner appends a new meta http-equiv element to a page rather than override and update it. The correct behaviour should be to ensure that the output page has only one http-equiv meta element with the specified charset and content-type
