[WICKET-816] Component#getLocale and Component#getVariation should search their parents

Description

Currently an override of either Component#getLocale or Component#getVariant only works for that specific component. I think the correct thing would be that if a component overrides any of these methods, all it's childs should automatically inherit that value.
